Remove the ADDRESS_LIST and just use multiple ADDRESSes in the tnsnames.ora file. ADDRESS_LIST is generally used for CTF.

You didn't tell me the version and patchset of the database. I assume it is 9.2.0.4. The simple option is to find out from where 3113 is prompted. Enable the client network tracing at level 16 (or support) and have a look at those trace files.
