    Tanel's understanding matches mine. CPU-based licensing makes it wise to install Oracle only on servers used exclusively for Oracle. You might also consider Oracle Standard Edition licensing.

You should check the licensing agreements first, AFAIK you need a licence for each CPU in server, it doesn't matter how many of them you actually use.

Also I haven't heard that HP-UX supported CPU affinity anyway...
