Could you try running the following and post the output?
select sys_context('userenv','session_user'),
dump(sys_context('userenv','session_user')), a.reports_login,
dump(a.reports_login)
from global.client_dim a
WHERE sys_context('userenv','session_user') = a.REPORTS_LOGIN;
