I don't know if the following applies to all varieties of unix...

Not being able to telnet in directly as root is just default behaviour. This could be changed...but some would say this is a bad idea. There must be someone at the server end with root access. In order for your account to be able to "su", your account must be in the system group in /etc/group (on the host or via NIS).
