you're right... it's not sponsoring for citizenship... brain dead
but if someone has an H1-B visa it's very difficult to change jobs..
you have to transfer the visa at the same time or before you switch
jobs. If the old company finds out, they can fire you, you are
immediately on an expired visa and have to leave. Even if the transfer
would have completed the next day
