I believe that the answer is, as of 9i, it depends.

Generally speaking yes you can over allocate memory and kill your instance performance.
As of 9i the parameter LOCK_SGA enforces that the SGA is kept in real memory, presumably killing startup if sufficient real memory is unavailable. Received on Wed Jul 16 2003 - 14:46:42 CDT
