Mike,

The iSQLPlus "server" runs in the Apache server installed with 9i. The client is a browser.
See Note 185707.1 on MetaLink.

It is a "limited" version of SQLPlus [and as Jared points out, you can't startup the database with it !]
But it is nifty for quick access to the database. eg when you are in a meeting and making a presentation and you need to run a quick query on a database, it looks "nicer" to run iSQLPlus and present an HTML output then to login to a unix account and run command-line SQLPlus ! You could even write "canned" queries and make them available to managers through iSQLPlus who then don't need a PC client install or a unix account.
