You might try Data Architect by thekompany.com, though I have not had good success getting it to work. Not sure if it's free either.

You could try Alzabo, www.alzabo.org. It's Perl based. I haven't yet tried it.

There's a dearth of free modeling tools, I've made the search for them a few times.
