John,
I have quoted OTN(Oracle Tech Net). That's the same. If you take a further look down at "few other things", you'll see the text I quoted. Two conditions together limit the usage only for development and prototyping and only for period of 30 days. Btw, the download site of www.oracle.com is technet.oracle.com (otn.oracle.com).
