No, not at all. In fact one of our customers recently cut a subset of a Peoplesoft schema. That had 5000 tables, 7000 indexes and a grand total of two FK constraints.

If FK's are in the schema DataBee will autogenerate rules to support them (otherwise the FK's would not enable in the subset) but FK's are not required in order to cut a subset.
