Look in using External Procedures. Oracle provides this mechanism as interface to the outer world. You will have to write the code that talks to the outer world, though. Subscribe to http://technet.oracle.com (free) and serach for code examples.

I just wanted to know if the Oracle provides library API's for all these tasks.
Of course providing API's is best way to provide interface to the outer world.
It is quite easy for any application to open a library and get the required parameters
using the API's.
