ORACLE-L list and latency (???)

Many a time I have seen responses to an posting on the Oracle_L list appear before I have seen the original post.
Yesterday I posted 2 replies, one at 15:35 and the other at 16:54. Both were seen on the list at 17:10

A 16 minute lag was the best I have ever seen as it normally appears to be at least 1 hour for me. In recent months I have posted from 3 different sites and yet the lag always appears to be pretty high. Conversely when I send e-mail from my work e-mail address externally then that is sent (and received) almost immediately. I am reasonably certain that major delays are not at this end so I was wondering what the delaying factors are that seem to affect postings times.

Any ideas anyone ?
