Old information -- but it was true in original 7.x implementation of DML triggers until either 7.3 or 8.0. Somewhere in there (I'm pretty fuzzy on exactly what version), triggers ceased to be implemented as "anonymous PL/SQL blocks" to be compiled at run-time and could be compiled into p-code like stored procs. The command ALTER TRIGGER ... COMPILE is used for this...
