I don't think there is a set limit, but I remember seeing it was determined by some other threshold - "number of items on stack" (fiction) or something similar...

I just tried...

create or replace procedure demo (p_in_0 number

,p_in_1 number
,p_in_2 number
,p_in_3 number
,p_in_4 number
,p_in_5 number
...

...
...
,p_in_997 number
,p_in_998 number
,p_in_999 number) is

begin
null;
end;
/

and that worked fine
