We have a production application using Tomcat and Oracle, but it's primarily long-running "batch" processes with a small number of web users (3-4). For the second phase, completed in a couple of weeks, we will have 200-300 users but they will be doing light work with displaying a simple report screen.

As far as Oracle App Server, it can be implemented with Java in Tomcat or more commonly, Java in the database. So the equation below is only one approach. The usual approach is actually using a special purpose database on the App Server that runs all the Java. It's somewhat disguised, but that's the way it really works.
