database hang on, no responsing

Hi Guy:

We have a database running. Everybody can log into, do select, desc etc. But cann't insert into... When someone is trying to insert, the database just hang on, no responsing at all and no error messages. have to restart database to make it work again. Is there best way to find application or transaction against some tables and lock those tables. Or any way to release those lock (like killing the user sql session, or better way) without restarting database. Is there any performance problem. How could I find the problem soon and fix it? Thank you so much.
