It's a harmless, but misleading error message.

The EMN0 process (new in 8i) is the Event Monitor process used by AQ (see note 105067.1 "What is the EMN0 process?" for more details).

I believe it's not started unless AQ_TM_PROCESSES > 0.

Like PQ processes that are idle long enough it will eventually die. For some reason the shutdown process activates the EMN0 process, hence the message in the alert.log. I don't know enough about AQ to know if the EMN0 process needs to check for messages or process anything on shutdown or whether it's just an annoying, but ultimately harmless bug.
