I've had similar problems with the global_names issue with respect to creating a database link. In my case, I tried to create a link from my development machine
(Personal Oracle 8) to a new DB server (8.1.5 on NT). I could not get it to work
until I set global_names = false, but at least when I bounced the 8.1.5 server, I was able to create the link.

Can anyone shed some light on why I had to do this?
