v$version, which displays with sqlplus, does list your current versions. v$option shows you your installed options, there used to be like 5, now there's dozens.

On NT, there's a file in the ORAINST subdir of ORACLE_HOME called NT.RGS. I'm pretty sure there's a similar file on Solaris, called <something>.rgs, but as I've been off Solaris for more than a year, I don't remember what it is exactly.
