You can change the password of OUTLN without any problem and bad effect on
your database. OUTLN is a new concept for Oracle 8i. That different user
can be assigned to different resource plan.
But don't change any objects of OUTLN to different tablespace. It HAD TO BE IN SYSTEM tablespace in order for it to work.
