Ron,
SEOUC is active (heck, ECO was held in Atlanta last March in conjunction with SEOUC!) and I know that there is at least one meeting being planned for next year in Atlanta, in February I think.
If you don't get any more information elsewhere, let me know and I'll see if I can get you a contact at SEOUC.
