TXM0021E error message

I'm new to Oracle and I'm trying to install Net8.  In the process I got the
following message:



TXM0021E Unable to locate SSCVT.



Can anyone tell me where these error messages are listed?  After some
research, I found information about SSCVT and fixed the problem, but I never
did find the source of the TXM0021E message.
