I'm running 8.1.5, and I have a directory named $ORACLE_HOME/sqlplus/admin/help. In that directory are the files needed to load the help table used by SQL*PLus. My Windows NT system contains file named helpinst.txt that contains instructions for using SQL*Loader to load the help data. On my Linux box I don't have the helpinst.txt file, just the plushelp.ctl file used to load the help table. I believe that you need to log in as SYSTEM, run helptbl.sql, then helpindx.sql, and then use SQL*Loader to load the actual data from plushelp.ctl.

Beginning with release 8.1, the SQL*Plus help table no longer contains help for PL/SQL and SQL statements. It now only documents SQL*Plus commands.=20
