RMAN can do almost the same thing. If you are in archivelog mode, your target database can be open or closed. And it is not necessary for the target database to close cleanly.

Why do you want this backup software when you can use RMAN for free (as long as you have the database licence, of course!)

Anyone can back up an Oracle database in any state. The real question is, can you recover using the backup.
