The default locations' of the tnsnames.ora (listener.ora, sqlnet.ora, etc) a.ka. SQLNET configuration files is documented in the operating system specific 'Installation and Configuration Guide'. The normal behavior for searching these files is:

1. TNS_ADMIN
2. $ORACLE_HOME/network/admin
3. /etc (HPUX, LINUX) or /var/opt/oracle (SOLARIS)
4. current working directory

On a system I used to work on (HP-UX 11.0), the tnsnames.ora file was stored in /etc. My question is, where is it specified that this path is the location to use for reading this file?

No link existed for $ORACLE_HOME/network/admin/tnsnames.ora to redirect it to /etc. No TNS_ADMIN variable is being used.
