How do I open Oracle with Visual Basic/Approach

Both Visual Basic and Approach can supposedly open Oracle files but I have not been able to do this. Does anyone have a good way of doing it.

Why? I'm in Navy and ORACLE 7 can not open an ORACLE 6 file, as verified with Oracle themselves, to their own technians surprise. Navy uses ORACLE 6 and intends to continue to do so but I need to use a windows interface here at the NROTC university or maintain two totally separate databases. I was going to buy ORACLE 7 but then found out through experimentation and verified with technical support that that would be pointless.

I would really appreciate any advice, even if it is just a way to print ORACLE 6 to a text file and then import it with all the errors attendant in that.......Thanks...
