Kill a user's session

Environment is Oracle 7.1 on NT and wfw 3.1.

Does anyone know of a secure way of allowing a programmer from killing their own oracle session without giving them 'system' privileges or password?

When a programmers is testing their programs and they get hung up for various reasons, it would be nice if they could terminate their session without getting the dba involved.

Has anyone created a program or procedure that would safely switch to a privileged user to display session id's and allow termination of a session?
