You have two choices to install personal Oracle7 for Windows and Win95.  

Some have been able to load PO7 for Windows by using the Win95 installer.

It will not work using the file manager to install it.  I don't have many 
details but I do know that it has worked.  If it won't work for your 
machine then you will have to use the PO7 Beta for Win95.
