I think Oracle*Alert is a fine product. Basically, if someone wants to know
that something has occured and there is data in one of the databases on
your network that can indicate that that something has occured,
Oracle*Alert will get that information to the person who wants to know. 
Alert is a good tool to manage the questionning the answer delivery and the
response processes. What can be done with it is determined only by one's
imagination.

I've used it in quite a few situations. As a systems integrator I sometimes
use it to prove to management that things they say don't happen do occur
often. Or, in all the sites that I've installed financials, I have the DBAs
use it to automate the monitoring of the databases on the network.
