how to 'share' a single user Oracle d'base on a peer-to-peer LAN ?

hello fellow netters,
Thank U very much to all those folks who responded to my ? on conversion of oracle data into Lotus format. I hope to get such great response on the following question. We have a peer-to-peer network (Microsoft workgroup - Ethernet) conecting around 15 computers. We are in the process of building a relational database replacing a spreadsheet based application. Due to budgetary constraints, we have to select a single user databse only. we opted for Oracle 6. as the backend and SQL Forms 4 as the front end. Once the application is developed, is there any way these users can access the databse using this application. Do we need to buy run time version of sql forms and instal one on each user machine ?
