If you're talking about IOUW (International Oracle User's Week), it is the
last week of September in San Francisco.  Well worth the cost of attending,
I wish I had attended the one 2 years ago when we were finalizing our 
decision to go with Oracle, it would have saved me some real learning pains,
and probably a fair amount of money.  (Too bad you missed last September's
conference in Orlando, it was a whole lot closer.)

Another good resource is your local Oracle User group, but I don't have the
list of contacts handy at the moment.
