Hello:

I have put scroll bars in some windows setting properties "Horizontal
Scroll Bar" and "Vertical Scroll Bar" to Yes.

It seems like the standard way of scroll bars work is: Enable scroll
bars when needed, disable (gray out, but still visible) when not needed.

Anybody knows how to change that behaviour so they work like "Scroll
bars appear enabled if needed" and "scroll bars disappear if not
needed"?
