So i need to do these steps (i've understood so) :

I need to write a Java wrapper class.
I need to create my custom JAR.
I need to sign it with ORACLE DEVELOPER certificate.
Then i can write PLSQL trigger to communicate with my wrapper class.

Are these the steps or I'm missing something ?
