We were basically trying to call COM components from PL/SQL

We performed the following steps:

D:\>SVRMGRL
SVRMGR>connect INTERNAL/ORACLE;
SVRMGR>GRANT create library TO SCOTT;
SVRMGR>CONNECT SCOTT/TIGER;
SVRMGR>@D:\ORACLE\ORA81\COM\COMWRAP.SQL

Then we tried the following piece of PL/SQL:

DECLARE
x BINARY_INTEGER;
y BINARY_INTEGER;

BEGIN
x:=ORCOM.CreateObject('Excel.Application',0,'',y);
END;

We are getting the following error

ORA-28575: Error Message
ORA-28575: unable to open RPC connection to external procedure agent

When we consulted the Oracle 8i documentation, it gave two possible reasons
for the error.

1.either TNSNAMES.ORA is not properly configured  or
2.Listener service is not started.

But we verified and found that either of the above cases isn't an issue. For
your reference,
we also reproduce our TNSNAMES.ORA and LISTENER.ORA files as attachments
with this posting.
Please help us in overcoming this error.

Configuration of our computer:-
64Mb RAM, Celeron 333 Mhz Windows  NT Server 4.0 SP4

Our Oracle configuration
Oracle8i Release 8.1.5.0.0 - Production
PL/SQL Release 8.1.5.0.0 - Production
