To change a report to landscape, you have to set two things:

1. click the properties of the Report and swap the dimemsion of Page Width
and Heigth
       (11 X 8.5 inch for A4 landscape)
2. change the system parameter ORIENTATION to 'Landscape'

I think you've only done one and missed out another
