How to email?

Hi,
I've to send an email with PL/SQL, using OWS3.0 (NT4.0) ... I've found in Oracle Technet, an example of how to do it using an external procedure,(.dll) I've tried to adapt it to my application but it doesn't works..
Is there anyone who tried this before? Tell me how can i send an email with PL/SQL
