As you've posted this to a Paradox forum here (amongst others), I'll 
keep to Paradox:


1. Royalty free for distribution.
    A. Yes. You pay a 1-time fee for a RunTime package with which you 
        create your distributable image (on floppies or CD)
2. Editable.
    A. <Huh> ? This one you'll have to explain. If you mean 
        "Programmable" then most definitely Yes !!
3. Easily contain HTML and its content (images, links) and other 
document.
    A. Yes. As text, formatted text, or BLObs. email addresses and web 
        sites can be displayed as active links that will launch a 
        browser.
4. Has Text search capabilities + Includes support for embedded SQL.
    A1. Yes
    A2. Yes
5. The client should be able to submit SQL queries to the remote server
database such as Oracle or Sybase (ODBC, JDBC, etc) and receive the 
results (any type of data, including Internet media) in an efficient 
manner proper for low bandwidth connection.
    A. You're not being very specific here. Paradox is not a thin 
        client, which seems to be what you're looking for here. 
        However, a thin client won't supply most of the other 
        requirements.
5. System requirements : win95/98/NT
    A. You can get hold of versions of Paradox that will run on an                 
        80286 and retain table-compatibility with today's Windows 
        versions. Some people are using just such a combination.
