The OP did not mention RAC, just Veritas VCS (failover cluster).
For RAC 9i you need either RAW, OCFS (or is that 10g only), or some other
cooked disk
file system capable of being shared by several instances at one time (like
RDB on VAX).

What he wants to do is of course possible as Dave Stien wrote. I have many
such examples in mind.
