It's not a question of safety but the ability to connect to the database 
as SYSDBA remotely. If you do not have a password file, then you can 
only connect AS SYSDBA locally on the database server. If you have a 
requirement to connect remotely as SYSDBA (ie. when using Enterprise 
Manager), then you will need a password file.

So I guess I should restate my original sentence. If you do not have a 
need to connect remotely AS SYSDBA, then it is safer to not have a 
password file at all.
