I would second bdbafh's remarks.

The settings of init.ora show your organization doesn't have a clue
about Oracle.
Setting db_cache_size to 1G *causes* the cache buffer chain problem
Setting shared_pool_size to 14G is just ridiculous.
Set log_buffer to 10M is just ridiculous.
I would also remove *all* hidden parameters.
You have not been tuning so far, you have been following the 'hit and
run' approach.
