I will try to the followings
1. Try to collect data about time quantity being used for every stored
procedures.
2. Try to ask the vendor about the error.
3. Look for the DISTRIBUTED_LOCK_TIMEOUT varfiable
    (ref: "..You can increase the time
    your transaction will wait for the distributed lock by increasing
the
    DISTRIBUTED_LOCK_TIMEOUT..")
4. Learn more about oracle db server.
