On the 10G Client Install CD, you want to install the 'Enterprise
Manager 10G Java Console'. It is not everything that Enterprise Manager
was, but it has most of the functions that a developer/dba needs for a
single instance.

The web-based console is Oracle's recommended configuration for
9i-compatible instance management.

If you like living dangerously, you can use the 9i Enterprise Manager
if you login as 'sys as dba'. But when your db fails, you will have
been warned!
