main: NLS initialization failed!!

I am using Oracle 10.1.02 version of the Application Server on Windows 2003 server. I had everything working on the box until I rebooted the machine 2 days ago. The App server is not coming up. As soon as the machine comes up, I get a window saying that opmn.exe crashed and no other message details on it.

WHen I try to manually start opmn using opmnctl startall, I get the following error:
main: NLS initialization failed!!!
main: NLS initialization failed!!!
pingwait exits with 1228572

I did look all over the net and I did find links related to the same error, but none of the solutions helped me. I also looked at metalink and tried everything they suggested, including changing path etc.

If you have any suggestions on what else i can do, that would be a big help.
