On windows, 9.2 put it in %ORACLE_HOME%\bin and XE put it in \oraclexe\app\product\10.2.0\server\BIN

Looks like a regular old executable to me. Metalink notes 258104.1 and 189869.1 say it is on the runtime client install for Windows, as well as the other installs.

Version might make a difference.
