Mr. Bunce is doing no such thing, as a search of the dbi-users mailing list archives would show (also searchable via http://groups.google.com/group/perl.dbi.users).

I have repeatedly said that I'm happy to accept patches to implement the array interface (and/or other enhancements) for DBD::Oracle. People have contacted me over the years offering to do it, all have received my best wishes and help, but none have followed through sufficiently. See

(There have certainly been periods where I have not been able to devote development time to DBD::Oracle, but I don't believe that's the issue here. I've also asked, on dbi-dev_at_perl.org I think, if someone else was willing to take over as lead maintainer of DBD::Oracle. I'm currently working with one likely candidate.)
