Absolutely you can develop this in Java?

How difficult is it? I don't know. You mean for some Java programmer to throw together a bunch of stuff based on cobbled together specficiations and then duplicate the efforts of an Oracle Corp. testing lab.

Oh I expect you can get it to work ...
poorly ...
until it crashes ...
and when it does ...
don't expect ...
support!
