Hi Daniel,
Over the weekend I tried to install the latest Oracle patch as well.
I am currently on: 9.2.0.6 and tried to install to the latest Win32 patch to bring it up to: 9.2.0.7 on XP Pro SP2.
The reason I am posting this, is that I could not install it, and the reason why is exactly like what the OP claims.
After executing the setup exe, Oracle begins it's installation, but shortly after the installation procedure begins, a form pops up with a huge listing of services that need to be shut down in order for the update to continue, and these include all the services the OP has listed, plus about 30 others (not kidding).

Quite true, however, there were no errors in this instance, just a page full of services that need to be shut down, otherwise you can choose to either "retry", "cancel" or "ignore" - Something is a miss with the process, but I do not know what.
Even with the listener, database (and *all* Oracle sevices) being shut down, the list of services that Oracle requires you to shut down still comes up - Minus the Oracle ones :-)

I am not on my machine at the moment, so I cannot do that, but I will as soon as I get back in front of it, if you still think it is required.
Have you come across these symptoms before or with this patch "p4163445_92070_WINNT.zip" in particular?
