Tuning isn't for beginners. Might I suggest you start with Tom Kyte's SQL book? (Or contact me and I can get some one there to help you)

One bit of general tuning advice: KNOW THY DATA

A query tuned for one set of data may run deathly slow on another set of data. So be sure you get hardware and data equal to the production environment.
