Look into the auditing functionality of Oracle. Not sure what was available in 8, but certainly in 10, you can audit everything. No need to programme triggers or do anything.

When asking database related questions, please give other posters 
some clues, like operating system, version of db being used and DDL.
The exact text and/or number of error messages is useful (!= "it didn't work!").
