Fine. Then "the business" sets the root password to something arbitary
and stores it, in a sealed envelope, in a safe. Whenever the Sys Admin
or DBA needs root privileges, for whatever reason, "the business"
releases the contents of the envelope and watches and logs any actions
performed by the admins as "root". Once the required work has been
done "the business" sets root password to something else and again
stores it in the safe until it's required again.
Personally, if I was "the business" I'd rather hire professionals I trust and remunerate them appropriately, but one man's meat and all that....
